ARTERIAL ROAD PLANS HIT

            Neither town nor county boards are authorized by law to designate county highways as “arterial highways” and to compel all vehicles to stop before crossing or turning into such highways, the attorney general’s department declared on Tuesday, in an opinion declared that the law authorizing designation of arterial highways by the town and county boards applied only to city streets.
