NOTICE IS HEREBY GIVEN, that the plans for sewerage for the First Second, Third and Fourth Sewerage Districts of the city of Waupaca, Wisconsin, have been prepared and are now open for inspection at the – of the city clerk.
Said Sewerage Districts are bounding as follows: -
The First Sewerage District is boarded on the North and East by the Waupaca River and includes the land formed by the canal carrying the water to and from Fisher & Fallgatter’s grist mill. On the west and south by a line commencing at the point where the Waupaca River intersects the west section line of Section Nineteen (19), Township Twenty-two (22) North of Range Twelve (12), in Waupaca County, Wisconsin, thence south on said section line to a point directly west of the Northeast corner of Lot One (1), Block Thirteen (13), Smith’s Addition to the city of Waupaca, thence over to the Northeast corner of said Lot One (1), thence North on the West side of Morton Street to North Fulton Street; thence northeasterly to the south side of North Fulton Street to the Northwest corner of the Thirteen (13), Block Four (4), Smith’s Addition; thence East on the North line of Lots Thirteen (13) and Fifteen (15) of said Smith’s addition and continuing east midway between Center and South Streets to Franklin Street; and continuing east between Lots Nine (9) and Ten (10); One (1) and Two (2) of Block “F” and between Lots Nine (9) and Ten (10) of Block “G” of the Original Plat, to the center of the alley running north and south through said Block “G”; thence south to the southeast corner of Lot Twenty-nine (29) of Judson’s Addition; thence east to the west line of Lot One (1) of Block Fifty (50) of Hibbard’s Addition; thence north to the Northwest corner of said Lot One (1); thence East to the Southeast corner of Lot Twelve (12) of said Block (50) of Hibbard’s Addition; thence North to Center of Badger Street; thence west on center of Badger Street to the middle of the alley running north and south through Blocks “P” and “3” of the Original Plat; thence south to the center of Deer Street; thence east to a point in a line running north and south … middle of Out Lot Seventy-nine (79); thence south to the northwest corner of Lot Eight (8) of Block Fifty-six (56) of Hibbard’s Addition; thence east to the center of Fifth Street; thence south one (1) rod; thence east to a point in a line running north and south through the middle of Block Sixty (60) of Hibbard’s Addition; thence south to the center of Block Fifty-eight (58) of Hibbard’s Addition; thence East to the northeast corner of Lot Three (1) of Raber’s Subdivision to the city of Waupaca; thence south to Lake Street to a point in a line extended to the north and running north and south between Out Lots Sixty-nine (69) and Seventy (70); thence South to the Northwest corner of Out Lot Seventy (70); thence East along south side of Out Lot Seventy-two (72) to School Street; thence northeasterly to center of School Street; thence northeasterly 187-1/2 feet to a joint 150 feet due north of a point in the north line of School Street; thence Southeasterly to the Northwest corner of Out Lot One Hundred Thirty-seven (137); thence east to the city limits; and north to the Waupaca River.
Second Sewerage District
The Second Sewerage District is bounded by a line commencing at a point in the west section line of Section 19, Town 22 north of Range 12 East in Waupaca County, Wisconsin, which point is directly west of the Northeast corner of Lot 1 Block 13 of Smith’s Addition to the city of Waupaca; thence east to the Northeast corner of said Lot 1; thence North on the west side of Morton Street to North Fulton Street thence northeasterly on the south side of North Fulton Street to the Northwest corner of Lot 13, Block 4 of Smith’s Addition; thence East on the north lines of Lots 13 and 15 of said Smith’s Addition and continuing East midway between Center and South Streets to Franklin Street; and continuing East between Lots 9 and 10; 1 and 2 of Block “F” and between Lots 9 and 10 of Block “G” of the Original Plat of said city, to the center of the Alley running north and south through said Block “G” thence South to the center of Badger Street; thence west to the center of Franklin Street thence south to the south end of Franklin Street; thence west to the city limits; thence north to beginning.
Third Sewerage District
The Third Sewerage District is bounded by a line commencing at a point in the west section line of Section 19, Town 22 North of Range 12, east, in Waupaca County, Wisconsin, which point is directly west of the southwest corner of Block 10 of Smith’s Addition to the city of Waupaca, thence east to the center of Franklin Street; thence north to the center line of Badger Street; thence east to the center of Alley running north and south through Blocks “L” and “1” of the Original Plat; thence south to the southwest corner of Lot 29 of Judson’s Addition; thence east to the west line of Lot 1 of Block 50 of Hibbard’s Addition; thence North to the northwest corner of said Lot 1; thence east to the southeast corner of Lot 12 of said Block 50 of Hibbard’s Addition; thence North to the center of Badger Street; thence East on the center of Badger Street; to the middle of the Alley running north and south through Blocks “P” and “3” of the Original Plat; thence south to the center of Deer Street; thence East to a point in a line running north and south through the middle of Out Lot 79; thence South to the northwest corner of Lot 8 of Block 56 of Hibbard’s Addition; thence east to the center of Fifth Street; thence south one rod; thence east to a point in a line running north and south through the middle of Block 60 of Hibbard’s Addition; thence south to the center of Block 58 of Hibbard’s Addition; thence east to the northeast corner of Lot 2 of Raber’s Subdivision to the city of Waupaca; thence south to Lake Street; thence East on the North side of Lake Street to a point in a line extended to the north and running north and south between Out Lots 69 and 70; thence south to the Northwest corner of Out Lot 70; thence East along south side of Out Lot Seventy-two (72) to School Street; thence Northeasterly to center of School Street; thence Northeasterly 187-1/2 feet to a point 150 feet due north of a point in the north line of School Street; thence southeasterly to the northwest corner of Out Lot 137; thence East to the city limits; thence South to the southeast corner of the city of Waupaca; thence East to the Southwest corner of said city; thence North to the beginning.
Fourth Sewer District
All that part of the city of Waupaca, lying north and east of the Waupaca River, except the island formed by the canal carrying the water to and from Fisher & Fallgatter’s grist mill, shall constitute Sewerage District No. 4.
All persons owning or interested in real estate in said districts are entitled to examine the same at any time within Thirty days after the first publication of this notice and file objections to said plans.
On the 1st day of July, 1907, this Board will be in session to consider any objections that may have been filed, and all persons desiring to be heard before the board can then be heard.

COUNCIL PROCEEDINGS
… the mayor submitted the following veto of Resolution No 2 and Amendment and Resolution No. 4. To the Common Council of the City of Waupaca, Wis.
Gentlemen: - I hereby return to you without my approval resolution No 2 and amendment and also resolution No 4 for the following reasons:
No. 1. That a sewer system was adopted by the former Council, plans and specification of which are now on file in the City Clerk’s office, requiring that in all streets where sewers are to be laid they are to be placed in the center of such streets. To macadam such streets now, and afterwards put in a sewer would entirely destroy the macadam and money appropriated for such streets would be wasted.
There is a general demand that a sewerage system, or at least the main sewer, be built as soon as possible on all the principal residence streets.
No. 2. That the appropriation made April 26th, 1907, exceeds the amount now on hand in the Street and Bridge Fund at this date; further, there will be no money available for street improvements from the Pauper Fund as the surplus from said fund was appropriated in the budget to the General Fund and any surplus on hand in the General Fund will be needed in installing the heating plant in the City Hall.
Therefore, I hereby veto resolution No 2 and amendment and resolution No 4.
