            Franklin A. Lowell, an old resident of this city, passed away at Battle Creek Sanitarium Saturday, Jan. 15, where he had been a patient since Dec. 1.

            Mr. Lowell had been in ill health for several years and previously often visited in Waupaca.  He came to this city in 1887 to act as superintendent of schools and remained until 1894 when he went to Berlin to be at the head of the schools.

            In 1900 Mr. Lowell went to Rhinelander to act as superintendent of schools.  While there he became associated with the “New North”, the oldest and leading newspaper of that section of the state.  He also was county superintendent of schools of Oneida county for twelve years.  He was later appointed by Gov. Blaine as state supervisor of Pulpwood inspectors, holding the office until it was discontinued.

            Mr. Lowell was a strong Progressive Republican and was active up to and through the last campaign.  He was a strong advocate and personal friend of the late Robert M. LaFollette.

            Mr. Lowell was born at South Butler, N.Y., in 1859.  He leaves a wife, formerly Miss Mary Manchester of Waupaca, and one daughter, Mrs. Thomas Redfield, Jr., of Milwaukee.

            The remains were brought to Waupaca Tuesday, accompanied by Mrs. Lowell.  Interment was in the S.A. Oaks lot in Lakeside cemetery.  Mrs. Oaks, later Mrs. Colby, was an aunt of the deceased.
