THE WAUPACA REPUBLICAN May 1, 1896 THE SITE CHANGED And the Appropriation
Increased $5,000 – The Jail will be Built on
the Court House Square. Tuesday the County Board met in
special session, called to order by Ex-chairman Demming. All members present
except Supervisor Smith of Clintonville.
John Ware was elected chairman of the board. In the afternoon board met
and resolved itself into a committee of the whole, Supervisor Wipf in the
chair. Supervisor Munsert as a member o the
Jail building committee said that they had found five thousand dollars too
small an amount to build the jail and the old site not a suitable place for a
jail for many reasons. The people in
his end of the county were in favor of building a good jail even if a larger
appropriation had to be made. Before the committee of the whole
commence to deliberate Supervisor Morgan attempted to get a resolution through
giving Waupaca, Manawa, New London and Clintonville a chance to bid for a jail
site on the basis of the most bonus they would put up for it. This was promptly rules out of order as the
statutes provide that the jail should be located at the county seat and Dist.
Atty. Goldberg was on hand and rendered an opinion in accordance with the law. Supervisor Palmer read a resolution
giving the committee power to locate the jail at such place as they deem
advisable provided there was no cost to the county for site and calling for an
additional appropriation of $7,000.
Sup. Morgan moved to amend by resolving that nothing should take place
nor shall the building committee proceed under the provision of the resolution
until the city of Waupaca shall deposit with the county treasurer to the credit
of Waupaca County the sum of $5,000. Supervisor Ghoca rose to a point of
order the resolution was not germane to the subject under consideration. Ch’n Ware said the point was well
taken. Supervisor appealed from the
decision of the chair. On a vote being
taken the chair was sustained by a vote of 16 to 22. Then before the original
resolution was acted upon, the board adjourned until evening. There was more or les filibustering at the
evening session and Balch, Binkleman, Morgan, et al were strenuous in having
the title to the court house square vested in Waupaca county. Dist. Atty. Goldberg thought that inasmuch
as the land was ceded to the village of Waupaca for a public square that an act
of Congress should be had to prevent trouble inasmuch as the square had been
diverted to other purposes. Wednesday morning the board got down
to business, went into the committee of the whole and a resolution was
introduced by Supervisor Palmer and adopted providing for building the jail and
Sheriff’s residence on the southeast corner of the court house square and make
an appropriation of $5,000 in addition of the $5,000 appropriated at the
February session. Also that the City of
Waupaca pay the county treasurer on or before May 15, $2,000 for the present
jail site; county to reserve the building stone in the old jail. Also that the
chairman of the board and the county treasurer be authorized to make a loan of
the amounts named din the resolution for appropriation at an annual interest
not to exceed six per cent. Supervisor Ware amended the
resolution by which Waupaca agrees to perfect its title to the court house
square which was accepted by Supervisor Palmer. Supervisor Morgan offered an
amendment that the city convey the property to the county as soon as the title
is perfected. A recess of thirty
minutes was taken and Morgan’s amendment was cut off at the same time. After recess Supervisor Balch
introduced a resolution that the city put up bonds in the sum of $30,000 to
indemnify the county in case of being disturbed in the peaceful possession of
the court house square, which carried. Supervisor Morgan finally got a
resolution which carried; that of allowing mileage, and per diem of two and
one-half days attendance on the county board. Ex-Supervisor Demming not having
been re-elected, a vacancy was declared in the jail committee and Supervisor
Bower of New London was appointed. The board then adjourned. |
