Five Per Cent of all License Money for This Purpose
The ordinance which passed the Council at its last meeting creating a public library, is published in this issue. A good public library is a necessity in every city and the wonder is that we have not had one before. Many of our towns people have long worked for the establishment of a free library and the final passage of the ordinance gratifies all. It provides that five per cent of all license money shall be used for the purpose of purchasing books, though it specifies that an equal amount must be raised by private subscription, which is only a fair test of the sincerity and earnestness of those advocating its establishment. The government of the library is invested in nine persons called the Library board, three being appointed annually by the Mayor. They will elect their own officers and have charge of all funds and affairs of the library. It would be well for all to read the ordinance in order to get a full understanding of the matter. Hon. W.C. Silverthorn is especially to be congratulated upon the outcome of this matter, as he has worked for years to bring it about. - Wausau Pilot
THE REPUBLICAN PUBLISHES THE ABOVE TO SHOW WHAT OUR SISTER CITY WAUSAU is doing for the benefit of its people. Waupaca has long been noted as a beautiful little city and there is every evidence that it will grow, but with its growth there should be some permanent benefits added to what we already have; benefits that will shape its destiny for the future. A free public library is one of the great blessing attached to any town. We have a city hall, it is not doing much good unless put to use. We wish its walls could be graced with book cases, and the shelves filled with volumes of the best works on every subject. A public library is something Waupaca wants and should have. Let there be some action in the matter.
