OTHERS THE ONLY ONES NOT ON THE BAND WAGON When the Final
Report Was Adopted To Deny the Prayers of Petitioners to Remove the Co. Seat to Manawa And a New Jail Was Ordered to be built in Waupaca - $5,000 Appropriated The REPUBLICAN payed its respects to the “Boomers for County Seat Removal” last week pretty well, therefore we do not car to much more than publish a few legal reports on the action of the committees, etc., showing how the “cat jumped” and “came back”. The following is the report of the committee to whom was referred the petition for removal etc., read by Supervisor Palmer the secretary of the committee. To the Board of Supervisors of Waupaca County: Gentlemen – Your committee to whom was referred the petition etc., for removal of county seat from the city of Waupaca to Manawa in the town of Little Wolf beg to report. Committee was organized by election of J.W. Morgan chairman and E.H. Palmer secretary. Petitions and remonstrances were checked according to the abstract of Nov. 12, ’95 as shown by report of the special committee appoint in Nov. ’95. During consideration of said matter Supervisor Binkleman requested that the following motions and action of same to included in report and made a matter or record. First, Moved by Supervisor Binkleman that petition marked “7” series “3” he treated as request for reinstatement. Motion lost. Petition for removal referred to committee contained 1,449 names of which 765 were checked as petitions, 267 had signed a previous petition and were marked duplicate and the balance did not appear on abstract of freeholders. We struck from the list of signers 358 names which appeared on remonstrance and afterwards 55 names were added, which were on petition for reinstatement. We have added the names of John Scanlon and David Driscoll who died since Nov. 12, ’95, to the list of freeholders and also to the list of signers of petition. RECAPITULATION. Above report was adopted by a vote of ayes 28, nays 7. E.H. PALMER, J.W. MORGAN Secretary, Chairman, For the Committee * * * In order to give Manawa all she claimed and all the names they had on file Supervisor Ware read Resolution No. 5, that petitions filed with the clerk of the board on the 26th and 27th days of February, containing thirty-six persons claiming to be alleged resident freeholders be added to the whole number of resident freeholders who signed the petitions to the board for removal of the county seat, and that they be treated as such petitioners etc., which carried, all voting aye except Lindekugal.
A NEW JAIL Resolution No. six read by Supervisor Palmer: Whereas; on the 27th day of Nov. ’95, the State Board of Control of the State of Wisconsin did condemn the county jail of the county of Waupaca, and order the construction of a new one according to Section 5656, Chapter 218 of the laws of 1889. And whereas, no action has been taken by this board looking to the constructors of a new county jail according to the order of said Board of Control, therefore be it Resolved: That the sum of $5,000 be and the same is hereby appropriated for the purpose of building a county jail on the site of the one now owned and occupied by this county. Resolved: That the Chairman of this Board shall appoint four members who with the Chairman of this Board shall constitute a committee whose duty it shall be to secure plans and specifications and contract for and oversee the building of a jail as provided by the foregoing resolution. The said committee shall organize by the election of one of their members as chairman and one as secretary. The said committee shall keep a full and accurate account of their doings, and report the same at the next annual meeting. Resolved, if it shall be necessary the Chairman of this Board and the county Treasurer are authorized and instructed to make loans at an annual interest not to exceed six per cent to pay for the erection of the jail as provided in the foregoing resolution. The resolution was adopted, 26 voting for and ten voting against the resolution. Chair appointed M.L. Munsert, E.H. Palmer, J.M. Ware and J.J. Steiger. The county board adjourned sine die, believing the loop holes were all closed up so tight that this county seat question would not bob up to make any more expense to Waupaca County for many years to come.
