            Waupaca is just as happy as a boy in new, red-top boots, since she put on her city toga.  At the first election under the new city charter, C. Wright was elected mayor; S. Bailey, police justice; E. Sellick, treasurer; C.S. Ogden, B.F. Brown, J.W. Evans, W. Wheeler, G.L. Lord and S.N. Black, aldermen.
