Proceedings of the Board of Supervisors of the County of Waupaca.

Mukwa, Nov. 14th, 1854.

The Board of Supervisors of Waupaca County was called to order by James Smiley, Chairman, of the town of Mukwa, the Clerk having several rimes refused to call the Board to order after being requested. It was moved and seconded by George E. Moore of Royalton, act as Chairman of the Board, which was unanimously carried.

Charges were immediately preferred against Mellin Chamberlain, Clerk of the Board, for willful neglect of duty. A copy of the charges were served on him and evidence produced to support the charges. Whereupon it was moved and seconded that Mellin Chamberlain be removed from the office of Clerk of the Board. The ayes and noes were called for by Mr. Chamberlain. Myron G. Moore, of Embarrass, Jas. Smiley, of Mukwa, Thomas Gore, of Caledonia, Carr Barker, on Weyauwega, George E. Moore, of Royalton, E. Stanley, of Centreville and Inglebert Ericson, of Scandinavia, voting in favor of the removal of the Clerk and none against. It was then moved and seconded that John Fordyce be chosen Clerk of the Board which was adopted unanimously. The board then adjourned in order to have the votes canvassed.

Nov. 15. – The Board was called to order on Wednesday morning; all the towns in the county answering by their Supervisors except Farmington. The question came before the Board whether the Supervisors from the town of Royalton and Caledonia were entitled to seats in the board.

The ayes and noes being called resulted as follows: -

AYES – Mukwa, Jas. Smiley; Embarrass, M.G. Moore; Weyauwega, C. Barker; Centreville, E. Stanley; Scandinavia, I. Ericson; Royalton, G.E. Moore; Caledonia, T. Gore.

NOES – Dayton, W.C. Carr; Waupaca, C.W. Legrove.

To which action of the Board was filed the following protest: -

We, the undersigned, members of the County Board of Supervisors, for the County of Waupaca, and State of Wisconsin, now in session at Mukwa, in said County, hereby protest against the members from Royalton and Caledonia, in said County, taking their seats and voting as members in said Board, for the reason that in our opinion that said towns were not set off legally and in accordance with the law in relation to setting off towns. Mukwa, Nov. 15th, ’54 C.W. LEGROVE.

There being a contested seat from the town of Lind, it was, after argument, moved and seconded that J.J. Jones be admitted to a seat in the Board. One vote in favor of his admission and seven against. It was then moved and seconded that J.W. Chandler be entitled to a seat in the Board from the town of Lind, the vote was unanimous in favor of the admission of Mr. Chandler.

A petition was presented asking for the organization of townships twenty four in ranges eleven and twelve into the town of Iola, the prayer of the petition was granted and the first town meeting ordered to be held at the house of Knute Er…..(last name illegible).

There was a petition presented asking for the organization of the town of St. Lawrence, which was granted.

There were petitions presented asking for the name of the town of Embarrass to be changed to Lebanon, and of Centreville to Little Wolf, both of which were granted.

Nov. 19 – Board was called to order by the Chairman, and all present but Farmington. It was resolved by the Board to raise twenty-five dollars for Seal Press and books for the Circuit Court. It was voted to raise sixteen hundred dollars county tax, and that two and a half mills on the dollar be raised for school purposes.

It was also resolved that he County Treasurer be required to exchange the tax certificates belonging to the County for county orders without interest on the certificates.

Nov. 17 – Board called to order by the Chairman, all the towns in the County represented but Farmington.

The following resolutions were then offered: -

1st. Resolved. By the County Board of Waupaca County, that Mukwa is the county seat of Waupaca County, and that Miller’s building in the village of Mukwa, be the Court House of said county.

2nd. Resolved. That the Circuit and County Courts, in said County, are ordered to be held in the village of Mukwa, in Miller’s building, and that the Clerk of the Board issue a copy of this resolution to the Circuit Judge.

3rd. Resolved. By the County Board, of Waupaca County, that the present County seal of said county cannot be found, and we therefore annul the same, and the Clerk of the Board is hereby authorized to procure one at the expense of the County.

4th. Resolved. By the County Board, of Waupaca County, that the Sheriff, Register of Deeds, Clerk of the Court and Clerk of the Board of Supervisors are ordered to hold their offices in the village of Mukwa in the building provided by said Board.

5th. Resolved. That the County Board, of Waupaca County, do hereby charge S.C. Dow to appear before said Board at their adjourned meeting, at Weyauwega, on Monday the 28th of November, 1854.

6th. Resolved. By the County Board, of Waupaca County, that the District Attorney is authorized to commence proceedings against Mellin Chamberlain, late Clerk of the Board of Supervisors, for the recovery of all books and papers belonging to said county, in his possession which he has refused to give up.

The ayes and noes being separately called on each of the above resolutions, resulted as follows: -

AYES. – Mukwa, J. Smiley; Lebanon, M.G. Moore; Little Wolf, E. Stanley; Royalton, G.E. Moore; Weyauwega, C. Barker; Scandinavia, J. Ericson; Caledonia, T. Gore:

NOES. – Waupaca, C.W. Legrove; Dayton, W.C. Carr; Lind, J.W. Chandler.

The vote on the six resolutions standing seven for adopting and three against, except the third and sixth, J.W. Chandler not voting either way on those.

It was moved and seconded that the proceedings of the Board be published in the Oshkosh Courier. The ayes and noes being called, seven were in favor of the motion and two against it.

It was then moved and seconded that the Board adjourn to meet at the house of Wm. Martin, in the village of Weyauwega, at twelve o’clock, noon, of the 28th of November, 1854. Vote unanimous.

The whole number of votes cast for and against removal of County seat was 381, of which number were cast for removal 40, against, 341.

There were cast for and against the proposed amendments of the constitution 388 votes, of which number there were case for amendment of section 4, 78; section 5, 51; section 11, 40. Against amendment of section 4, 92; section 5, 74; section 11, 83.

The whole number cast for Member of Congress was 327, of which John B. Macy received 212, and Charles Billinggurst 115.

For Member of Assembly Perry H. Smith received 274, and Samuel E. Beach 66.

For Sheriff, Robert K. Micklejohn rec’d 201, Lyman Dayton 8, Stephen Gouldsbury 9, and Wm. F. Waterhouse 113.

For Register of Deeds, Alex. E. Dreutzer received 222, and Charles E. Redfield 111.

For Clerk of Court, James A. Jones received 258, J.B. Redfield 16 and William B. Hibbard 69.

For Clerk of the Board Mellin Chamberlain received 27 and James Smiley 308.

For County Treasurer, Simon C. Dow received 53, C.S. Ogden 12, and Lucius Tafft 290.

For County Surveyor George W. Taggert received 93 and Albert V. Balch 329.

For Coroner A. Redfield received 323.

For District Attorney George A. LaDow received 335.
